Our people are at the heart of everything we do.
Behind every fund, grant, scholarship, and community initiative is a team of local people committed to making a difference in the Eastern Bay.
The Eastern Bay Community Foundation is supported by experienced staff and volunteer trustees who provide leadership, governance, and stewardship for the funds entrusted to us. Together with our patron and ambassadors, they help ensure local generosity creates meaningful and lasting impact across the Eastern Bay.

Our volunteer trustees are faithful and dependable local people, rotated and selected to represent the geographical and physical diversity of the region.
Jimmy Heal (Te Ātiawa)
Chairperson
Jimmy was appointed to the Foundation Board in July 2021 and elected Chair in August 2026.
Jimmy was born in Whakātane, raised in Edgecumbe, and is passionate about the Eastern Bay.
Jimmy trained with Foodstuffs NZ in their trainee operator programme, after starting out as a 'trolley boy' at 15, and working his way through the many levels of the FMCG (Fast Moving Consumer Goods) trade in various locations, before purchasing his own store in the Eastern Bay of Plenty.
Jimmy and Tracey owned Ōpōtiki New World for 11 years and during that time were able to contribute significant support to the community of Ōpōtiki through their sponsorship.
Diane Turner MNZM JP
Deputy Chairperson
A longtime resident of Whakatāne and former Chief Executive of the Whakatāne District Council, Diane has returned home to live after commuting for work over the last fourteen years.
She spent five years in Christchurch working in senior roles at the Canterbury Earthquake Recovery Authority and Te Rūnanga o Ngāi Tahu. For the last nine years she has been the Director, Office for Seniors, a role based in Ministry of Social Development, Wellington, where her focus was to support the Minister for Seniors to advocate for the interests and issues of older people.
Diane has been a Justice of the Peace since 2004. She was appointed a Member of the New Zealand Order of Merit in the 2025 King’s Birthday Honours list for services to governance, seniors and Māori.
Diane is looking forward to spending more time in the Eastern Bay of Plenty with her husband and family. She welcomes the opportunity to serve as a Trustee of the Community Foundation and supporting its growth and development to benefit all those who live in the Eastern Bay of Plenty.
Christine Mansell
Treasurer
Christine is a trustee representing the Ōpōtiki area and holds the Treasury role with the Foundation.
She was born in Ōpōtiki and has spent most of her life in the district, owning and operating Ōpōtiki Pharmacy for 30 years.
Why do I do it? I like to think that it is about community, looking after community where I can, and hopefully make a difference.
Scottie McLeod
Trustee
Scottie was appointed to the Foundation Board in late 2020.
He brings to the Board experience in governance, having served the community via the Rotary Club of Whakatane for many years, and held positions of regional and national leadership in Federated Farmers.
Scottie is married to Jill, and together with the support of their family they have grown and maintained a significant dairy farming operation in the Awakeri District.
Scottie & Jill have encouraged and championed many young people into dairy farming as a lifelong career, as well as being very supportive of the rural sector through tough times.
In his 'spare' time, Scottie enjoys getting out and about with Jill, cycling and exploring our gorgeous countryside.
“I am committed to the ideals of the Eastern Bay Community Foundation investing for the future making the region a better place to live and work. I encourage others to assist us in doing that.”
Paul Nicolson
Trustee
Paul is a director of Synergy Accountants in Whakatane and lives at nearby Ōhope Beach. He has 3 adult children and is proud Poppa Paul to 4 young grandchildren.
Paul had a 30 year stockbroking career based in Auckland and semi-retired to Ōhope in 2007 where he enjoyed a 10 year hiatus prior to forming Synergy Accountants with business partner Judy Watson in 2017.
Paul is a local Rotarian, enjoys regular overseas travel and loves a game of golf on the world class Ōhope Beach Golf Links.
He enjoys being able to contribute his time and expertise to an organisation that contributes so much to the Eastern Bay of Plenty region that he loves so much.
Dean Cole
Trustee
Dean has been a long-time resident of the Whakatāne area, moving here in 1979.
He's had diverse experiences, from working on a kiwifruit orchard to managing a sawmill. Since 1995, he's been involved in real estate.
Dean is passionate about his community and has been involved in various clubs and committees. He enjoys sports, particularly squash and golf, and is a keen bridge player. He's also a food enthusiast and enjoys cooking for family and friends.
Dean is committed to giving back to the community and believes in helping others. He's excited to be part of the Foundation and contribute to positive change in the local area.
Cherie Stevenson
Trustee
Cherie joins the Board with a firm belief that vibrant communities are built on connection and resilience.
As a communications strategist, she brings deep local and national experience to the table, currently serving as the Communications Lead for both the Eastern Bay Primary Health Alliance and the Hepatitis Foundation of New Zealand. She is also the founder of Stellar Creative Marketing, having supported local businesses for over 15 years.
Cherie is no stranger to the Foundation, having previously helped modernise its outreach on the Marketing Committee. A true local advocate, she is also a Junior Coach at the Whakatāne Surf Lifesaving Club.
Cherie combines strategic insight with a "roll-up-your-sleeves" attitude, dedicated to ensuring the Eastern Bay remains a place where families can flourish.
Viv Barr
Trustee
Viv was appointed to the Eastern Bay Community Foundation in late 2018.
She is currently the Convenor of the Policy Committee, and is a member of the Eastern Bay Womens Impact Fund Committee.
Viv is a very community-focused person who has a proven track record in supporting those in need across all sectors of the community. She was one of the instigators of the Eastern Bay Women’s Impact Fund started in 2022. Being a trustee for the Eastern Bay Community Foundation provides an opportunity to give back to the community her family have been part of for over a century.
Our staff
Our staff are responsible for the day-to-day operations of the Foundation, working closely with donors, fundholders, grant recipients, and community partners across the Eastern Bay.
Angela Jackson
Foundation Manager
Angela has lived in the Bay of Plenty for most of her life, originally from Rotorua and moved to Whakatāne almost 20 years ago.
Angela has a background in health and advocacy, and comes with a wealth of community experience, as a trustee of the Eastern Bay of Plenty PHA (Primary Health Alliance).
Angela is married to Martin and they have two amazing daughters, Emma and Greta. Angela’s Mum, Lys Soanes, lives in Ohope Beach.
Angela is available Monday to Thursday and is responsible for the overall operations of the Foundation.
Anita Burgess
Community & Operations Coordinator
Anita moved to the Eastern Bay with her husband in 2008 and has called the region home ever since. Their three sons were all born, raised, and educated in the Eastern Bay, giving Anita a strong connection to the community and the region's future.
Anita's career has spanned the travel industry, website design, and photography. As a self-employed business owner and professional photographer, she brings a broad range of skills and experience to the Foundation.
Anita is available Monday to Thursday.

PETER ANSTIS
Foundation Patron
Our amazing Patron is Peter Anstis - whose vision and philanthropy have been the driving success behind the Eastern Bay Community Foundation.
Peter’s dream began as an idea to grow and support the region he has lived in and loves. Starting in 2005 with the establishment of the Ōpōtiki Community Trust Steering Group which is now the Eastern Bay Community Foundation.
NEIL CRAIG ONZM
Ambassador
Neil founded Craig & Co. Ltd in 1984 in Whakatāne, and through a series of acquisitions has grown the company, now Craigs Investment Partners, to be one of New Zealand’s largest full service investment advisory firms with 20 Branches nationwide.
In the early 2000s, Neil was introduced to the concept of Community Foundations by friend Bill Holland, which resulted in the establishment of the Acorn Foundation, based in the Bay of Plenty. Neil remains actively involved as more Community Foundations have been established across the country.
He has first-hand knowledge of how a Community Foundation grows and how giving in perpetuity benefits both the community and the donor’s wishes, as well as the crucial role professional advisers play in this process.
Craigs Investments Partners is a long term partner of Community Foundations of New Zealand at a national level and also at a community level where Craigs has a Branch office. Neil has also been appointed as one of Community Foundations of New Zealand’s founding Ambassadors, acknowledging his immense contribution to the growth of Community Foundations of New Zealand and Community Foundations across the country.
In 2016 Neil was named an Officer of the New Zealand Order of Merit (ONZM) for services to business and philanthropy
ROSS GREEN
Ambassador
Ross Green was born in Whakatāne and at a young age the family moved to Ōpōtiki where he did his early schooling at Ōpōtiki Primary. He went to secondary school as a boarder in Auckland and while he returned home for holidays from school and later Auckland University he never lived in the town again.
His family remained in Ōpōtiki but even after all these years later, he still refers to himself as an “Ōpōtiki boy”.
After university he married Josephine, an Auckland girl, and soon after they set off on an overseas adventure, first to London and then to New York City where Ross completed an MBA degree in finance and pursued a career in banking and business. The arrival their first child bought them back to Auckland after 8 years away.
Back home again he used his background in banking and finance to kick-start a career in property at a time when the market was recovering from the impacts of the 1987 share market crash. In the early 1990’s he and a partner founded the Kiwi Income Property Trust which a few years later was listed on the NZX and grew to be one of the largest property investment funds in NZ. After selling his interest in KIP he continued to operate as a property investor in a private capacity.
He was part of a small group of investors who acquired a large holding of undeveloped waterfront land from Ports of Auckland in 1997 that is now known as Viaduct Harbour. That same group also owns industrial land in Mt Maunganui very close to the Port of Tauranga. And in the 2003 he led an investment group that acquired all of Fletcher Forests land holding in the Taupo and Bay of Plenty regions. Over time most of the forests were on-sold with the exception of a large forest off State Highway 5, north of Taupo, and over the past 20 years this block has been converted from a forest into a mixture of pastoral farming, cropping and forestry along with land retired for the regeneration of native forest.
Ross has lived in Auckland since his return from the US and has two children and six grandchildren all living close by.
ANNE TOLLEY JP
Ambassador
Anne Tolley has wide experience in local and national politics over the last 30 years.
Anne served for nine years as a Government Minister (2008-2017), holding the portfolios of education, police, corrections, social development, children, and local government. From 2017 to 2020, she served as Deputy Speaker of the House. She was also the Parliamentary representative to the International Parliamentarians Union.
First elected to Napier City Council in 1986, Anne was then elected to the inaugural Hawke’s Bay Regional Council for one term, and later served as Deputy Mayor of Napier for six years until 1995.
In 1999, Anne first entered Parliament as a list MP for the National Party, based in Napier. She then moved to Gisborne and successfully contested the East Coast electorate in 2005; a seat that she held until her retirement from national politics in 2020. In 2021 Anne was appointed as Chair of the Commission managing Tauranga City Council until July 2024.
Anne is currently chair of the Horizon Energy Group Board, being appointed in August 2024, and also chairs the New Zealand Chapter of Transparency International, a position she has held since 2020.
